I was under the impression that if you add All Users/Visitors audience to an existing search (non-RLSA) campaign and add target and bid with bid adjustment it would show to this audience only and not a fresh audience?

Can Smart Lists be used only for Ecommerce sites that record GA transactions?

 

Can you see details about the smart list audience to understand characteristics of the users and/or their behaviors? Or is it a black box?

You can use the Average household income to target income brackets. This feature relies on public data from the IRS and only available in USA, I believe. 

 

Go to settings, then +locations, then advanced location, then location groups, demographics

then average incomes and choose a % bracket.

Your question has a 1000 answers. I will share my point of view on this is. You can rely on AI for many tasks in evaluation yet it can't predict many things that will require manual/ human interaction. For example; why convertible sport car sales lower in winter yet machine learning will not raise you bids the first week of nice weather before summer. This is why you need to have the ability to make decisions in whether you bids are well set. This is what variable testing is about and if you try different strategies you will always gather the data to make the right decisions.

Ways that you could evaluate would be to refer to your GA to see what types of visitor you convert the best. Once you identify which visitor led to a lead? Which lead converted into a sale?  Which device did they use? What time did you receive the most leads? From what area? The answer to these questions will help you set your bid adjustments

 

"Can Smart Lists be used only for E-commerce sites that record GA transactions?"

This is a great question! I know that the biggest limitations of smart lists are amounts of monthly conversions. Probably the most important aspect is the number requirement, you need 500 conversions a month for the list to work from your own data, if you don't get that many, the list is created based upon businesses similar to yours.  I'm not sure how well this would work for sign-ups.
