When transferring ownership, email/user cannot be found

Currently the Google Business account and Brand Account for this business is under an email account that is not routinely monitored. We shall call this account A.
Another Google Account was set up separately in which the business uses Google G Suite to manage emails. We shall call this account B.
I need to transfer primary ownership of account A to account B.
When I go to users, under account A, and try to add account B, it will not show up to be added.
What am I missing?
