Curl up and Dye salon and spa, I am unable to transfer ownership, the person I invited is not receiving a notification of an invite.

I've had this happen before. 

I called a Google rep. and the first thing they had me do was verify that my notification preferences were set correctly by going to Settings and making sure everything was ticked. Next, they made sure that I did not have the maximum (100) number of listings stored in my GMB account. 

In the end, the rep. escalated my issue and it was fixed within the day.

Please hint the invited user to take a look on this URL

https://myaccount.google.com/brandaccounts

(of course being signed into the same account as the one you have been addressing the invite to)

On top of the linked page the invitee will find a link "pending invitations"

This should do the trick.

Does it matter that they do not have a gmail account ?

Nope. You can have a GMB account under any email type. And I believe it would prompt them to create a GMB account if they don't already have one.
