Recently we went through the process of reclaiming our Google+ account.  We did it by postcard. Today I realized that the old account is still active and our followers did not transfer.

What do I need to do to merge the two?

Your two URLs are not "two accounts" but two business pages of a different type each.

the page  https://plus.google.com/114606449844452982450 is a verified local business page

while  https://plus.google.com/109132966062672165467 is just a brand page.

are you the owner of both pages managing them both in your dashboard of GMB?

In that case you can connect them both: https://support.google.com/business/answer/6010825?hl=en

This is very helpful. How do I gain ownership of the brand page? Will you please point me in the right direction?

I'm afraid but you can't gain the ownership of a brand page.
Only the actual page owner of a brand page can transfer the page onto your own account.
