Ownership Conflict - Apex Heating and Air

We are a small agency working with a client, Apex Heating and Air, to help streamline their online presence. For a while now we've been sending requests to the owner of the Apex Heating and Air Business Page to request ownership transfer, but have gotten no response. I believe this page may have been created by a former Yellow Pages rep who is no longer monitoring the account — the client is no longer paying YP for advertising.


We had previously created a NEW business page, requested verification cards for that, and successfully verified the business. But then received a "Conflicting Pages" error which then blocked the page even though our page had been verified with the Google postcard code. We have since deleted our page, and again requested ownership of the original/old page.


The customer is getting extremely frustrated and wants to drive reviews to this page (they currently have only 12 reviews there), but of course we can't manage the account or respond to reviews.
