Other business claiming my location as theirs and listing their own contact details[ Edited ]

A competitor (former business partner) has listed my business location as his own in google ads and provided his own contact details and website address.
This is my business http://www.studytimewestkirby.com located at the 176 address on the ad. The website and phone number on the ad are not connected to my businesses.

We used to run a business together at two locations. We have since split and I retained one and he the other. We now have totally separate companies with different names. I let him keep the original company name and I founded a new one but kept the second location to run it from.
He has recently started to run google ads listing the original company name (the one he kept) but putting my location as of his "branches". When people ring his number from the google ad thinking they're getting through the me, he tells them the branch has closed and that they should go to his branch. Unfortunately google is doing nothing despite me reporting it multiple times. I've asked him repeatedly to remove the ads but he says "google must have made them" and he "doesn't know how to remove them"

How can I escalate this?
