Deleting duplicate Google+ profile owned by previous agency

My client had a Google+ page created a couple of years ago. They then subsequently had a Google My Business listing created by a different business which started from scratch and created a second Google+ page. Neither business kept a record of what email addresses or passwords they used to set these up so I went through the process of reclaiming the GMB listing and gained access about a month ago. 

 

I only just discovered the duplicate Google+ page now, but I know the previous page manager will not have access. 

 

Is there any way to just have the duplicate page deleted without having access to it? It is unverified and I am the manager of the verified listing and associated G+ page.

Any pointers in the right direction would be appreciated.

I'm afraid Anfrewbut only the previous page manager can delete this page.

More bad: Google won't decover the credentials to this unverified page

That seems kind of bad - doesn't that mean anyone could spoof your business on G+ ?
