You can request a phone call from a Google My Business specialist by clicking the 'Fix Issue' option in the Google My Business support center.
It is the option in the top right corner. Click the 'Access and Ownership' tab and then select the 'Other Problem' option at the bottom of that list. It will give you a hyperlink to a support page.
If you scroll to the very option of that support page, you will find a section labeled 'Need more help?' that will have an option to E-Mail Support. Fill out that form and they should get in touch with you.

Re: Account Recovery
You will need to get in touch with Google support the same way I instructed the person above. GMB Support will help you create a new listing and confirm that you are authorized to manage the listing by sending a postcard to your business address.
