If I am running a Pay Per Call Campaign can someone still click the link to go to my website? If so does that mean I am paying for the click to my website?

No.  Call only campaigns will only load the phone number into the users phone and prompt a call when they tap anywhere on the ad. There is no clicking through to a website.
