" vs. " in Titles

In Google feed for titles, the " ( i.e. 60" long) shows as "  in a text file. Does Google count this as 1 character or 6 characters. With the enforcement of the 70 character max in titles, it makes a big difference.

You should not submit HTML within your feed, instead always opt for the actual character you are aiming to have in results.

 

So " should be placed as such.
