"Product categories" in Adwords and Merchant Center

How and why "product categories" in Adwords differ from Merchant Center?
More specifically, I am looking to have or to create a universal taxonomy to categorize my catalog across both Adwords and Google Merchant Center.
For some reason they have separated categories' taxonomies:

JFYI. Posting an answer from Google AdWords Support:

Hello Yuriy,

Thank you for contacting Google AdWords technical support!

Unfortunately there is no chance to merge both taxonomies (AdWords and Merchant Center).

The best solution in Your case would be using a broad catalog based on
Adwords api-taxonomy.

more direct feedback to google may be given here:
https://support.google.com/adwords/contact/cfeedback

generally, the two lists serve different
purposes for different types of ads.

the merchant-center taxonomy is for retail items, in your physical inventory,

that are being submitted as product-listing-ads -- the api-taxonomy may be

used for most any other advertising.

the merchant-center categories are explicitly for the google_product_category
attribute and tend to follow the rules and policies related to google-shopping
and product-listing-ads -- for example, services are not allowed.

a google_product_category value is submitted per item --
although a high-level value may be used, submitting
the lowest-level value for each item is usually best.

for google_product_category the submitted value selected should
(a) reflect the individual physical item being submitted or how
the physical item might be used; (b) allow google to categorize
the physical item within google-shopping and allow users to find
the item; and (c) help to implement bidding strategies based on
a hierarchy of product-groups within a shopping-campaign --
such as bidding lower on activewear and higher on outerware
during a specific season.

Yes, taxonomy in Google Shopping for products only and exclude services. But anyway, in a part of "products" it seams performing quite similar job. I have submitted my feedback per your suggestion.

Also, I have a big catalog that I want to categorize in order to submit to both Adwords and Google Shopping. In the eCommerce system I use, I can apply only one category per product. What taxonomy you would recommend to use as the main in this situation?

for google-shopping (google_product_category)
the merchant-center taxonomy must be used.

only one taxonomy value per item is allowed.

the value submitted must be exactly as google defines
and relevant for the physical product being submitted.

google-shopping has many additional rules and policies --
for example, products submitted as in stock must be
in the merchant's physical inventory at all times that

the item is listed on google-shopping.

submitting an entire catalog, without proper physical stock
availability status, is generally not allowed -- and is grounds
for disapproval or suspension from the program, at any time.

the raw api taxonomy cannot be used for google-shopping (product-listing-ads).

that said, the data is only needed if a google_product_category

value is submitted in the product-data for a product-listing-ad.

Thanks for more certification.
I would use google product taxonomy for eCommerce products. Adwords taxonomy for service.

What taxonomy better to use as a main for stand-alone products (none-retail none-cataloged)? For instance:
- Insurance product
- Heavy equipment for manufacturing industry
- Software tool

- Magazine issue

first, you're welcome.

for all other types of advertising, such as for insurance,
the api-taxonomy may be used; however, the best likely

course would be to consult with a support-specialist at

google -- concerning exactly why a taxonomy is being

used, at all, in these particular cases.

in terms of a shopping-campaign and product-listing-ads
all those items would likely be disallowed -- and would
be grounds for disapproval or suspension, at any time;
generally, do not submit such items using the merchant-center.

the merchant-center and google-shopping (product-listing-ads)
is primarily for retail items that are physically held in stock by
the merchant -- and can be physically shipped to a customer
using direct-to-consumer shipping methods, to everyone within
a target-country, in a timely manner.

cataloged items that are not held physically in stock by
the merchant submitting the items is a policy violation
with respect to google-shopping (product-listing-ads).

Thanks for this certifications.
Seams it would be better to build my broad catalog based on Adwords api-taxonomy as a top level classified for all kinds of products and services. And additionally use google shopping taxonomy to api-taxonomy to cover specifically retail type of products.

yes, that sounds like the best course of action.

however, consulting with a support-specialist at
google, before taking any action, is likely prudent.
