Without knowing your current set-up and account status of both - Google Merchant Center & AdWords as well as the set-up of your current online store it would be impossible for us to guide you step by step.
To list all your products on Google Shopping, you are required to have a Google Merchant Center account and must submit your items within a data-feed. This can be done a number of ways, see here -

Whichever feed format you choose, it must adhere to policies and feed specifications -
You then need to have an approved AdWords account, which you must link with your Google Merchant Center Account in order to create a Shopping Campaign.
