a google-merchant-account is mainly for submitting on-hand physical
inventory (feed) data for (google-shopping) -- product-listing-ads.
at one time, a google-CHECKOUT-merchant-account was used for
apps purchases and other online purchases via google-checkout --
google-CHECKOUT-merchant-accounts had nothing to do with
google-merchant-center-accounts, and have been retired.
"apps that have ads" have a few different contexts depending on your ad goals.
for buying advertising within apps --
for buying advertising to promote an app --
for selling advertising within an app --

You only need a Merchant Center account if you're trying to run Product Listing Ads. You can see what those look like here: https://support.google.com/adwords/answer/2454022?hl=en
So if you're just trying to place ads within an app, you don't need it. But if you want to run Product Listing Ads, you'll need to set up a Merchant Center account in order to upload the details of your products.
