We have two web sites but one location. Can we use Google Merchant Center

only one website per merchant is usually allowed --
so, the default merchant-center account supports
only one, single, website.

if the two websites do not have any similar physical inventory and do not
have any duplicate content then, a multi-client-account may be requested --
https://support.google.com/merchants/answer/188487

a default merchant-center, that is converted to a multi-client-account,
does allow for more than one site/domain to submit physical inventory,

using a separate data-feed per sub-account.
