so my account was suspended for no reason and they told me to add return policy. i edit return policy under "terms" section saying all sales are final i edit that. Later i send them email saying i edit and can you guys now unsuspend my acount and they send me this massage agaon

This is due to Google protecting the customer. Offering a no return policy does not allow customers any security if the item they purchase is faulty, damaged, sent in error etc.. Offering a no return "all sales final" policy is against Google's policy and this is why they have sent this message. You only have two options,
1. Continue to conduct your business in the manner you are currently, offering no return policy to customers, therefor, being forbidden to list within Google Shopping.
2. Create, abide and detail a returns policy, alter Google of the change and ask for a review.
