Simple question about shipping when using google shopping

I just have a simple question about shipping when using google shopping. 

 

Do the account level shipping settings (Merchant Centre > Delivery > Shipping Settings) override the shipping values in the feed, or the other way around?  (ie. in the event that they are different)

 

I've tried getting an answer several times from google "technical support" via email, but I can't get any sensible response from them.  One response was just such a garbled mess of poor english and even worse grammar that I couldn't actually understand if they were saying yes or no, another just dodged the question, and the final response was, "I would like to inform you that,  this is automatically reviewed by the system where the system randomly picks the details from the feed level and from the account level".  Now I could be wrong, but I'm pretty sure that given the choice between two conflicting settings google would not just "randomly pick one" - that would just be stupid.

 

So does anyone know the correct answer?

a valid shipping-attribute in the submitted data overrides any shipping setting;
a valid shipping feed-rule overrides any submitted or account-level shipping.

only the lowest shipping value, for a location, is ever used by google.

a best-practice is to always verify shipping for an individual item, by clicking
on an item's title, under the products-list-tab, of the merchant-center-account.

Given that the shopping feed specification states that the shipping attribute is mandatory, then if the feed overrides the account level setting doesn't that make the account level setting redundant...?

submitting a shipping attribute value is required

only under one of the following conditions:
(a) if there is no proper shipping set within the account for a target-country;
or
(b) if the proper shipping, set within the account, for a
target-country, must be overridden, for a specific item.

shipping cost, assigned to an item-offer -- via settings or submitted
data -- must be either (a) exactly accurate, or (b) an overestimate,
or is otherwise a policy violation and grounds for a disapproval or
suspension from the program, at any time.

That is not clear from the feed specification, which just says:

 

Required (Australia, Czechia, France, Germany, Italy, Netherlands, Spain, Switzerland, the UK, and the US) 

Optional for all other target countries

 

So that appears to say that for the UK that it is required, full stop.  No ifs, no buts, no conditions.  Perhaps the specification is just badly written, or I am just reading it badly.  Either of which is quite possible.

note that there does seem to be a few qualifying remarks within
the current definition, specification, and related documentation --
"Use this attribute when you need to override the shipping settings that you set up in Merchant Center ..."
"Use this setting only to override the Merchant Center account shipping settings for an individual item"
"the shipping attribute     Allows you to manually override account settings for a product with unique shipping rates"

"Required when you need to override the shipping settings that you set up in Merchant Center ..."

 

proper, valid, shipping is required for each submitted inventory item,

regardless of how shipping is set -- either in the account as a default,

or as a shipping attribute-value override within the submitted data for

an individual item, or both.

 

just to emphasize, a best-practice is to always verify shipping, for an
individual inventory item, for a target-country/destination -- by clicking
on an item's title, under the products-list tab, of the merchant-center --
to verify shipping attribute-values under the information-you-provided-us
section, if shipping is submitted as an override, and to carefully inspect
the results under the shipping-rate-calculator section, regardless of how
shipping is set, for the item-offer.
