Showing shipping rates when buyer pays shipping from warehouse

We have 3 warehouses located in different states. One we ship products free; one we ship USPS rates; one we ship UPS rates. How would I configure my shipping methods? Google displays the lowest cost (free) for all. We ship direct to consumer.

(1) if the warehouse is selected based on the item's price,
shipping_weight, specific (type of) item, or user's location,
then, create a shared-library-entry for each warehouse and simply
configure one, single, rules-based shipping-method that subdivides
each selection-method with an appropriate shared-library (warehouse).

(2) otherwise, simply only set a shipping-method for the highest
(overestimated) shipping (warehouse) for the majority of users
within the target-country.

e.g. only set ups rates within the account, with an exact
shipping_weight submitted in the feed, but do not submit
any other shipping information within the feed --
unless there are any specific per-item overrides.

generally, shipping must be either (a) exactly correct or (b) an
overestimate for the majority of users within the target-country.

if a shipping-setting is wanted then do not submit shipping
for that item -- any shipping value set within the data-feed
for an item will override all shipping-settings for that item.

if different shipping-services are available, only the lowest rate
is ever used since, currently, there is no way for a user within
google-shopping to select a service; however, if region shipping
is set, google automatically selects the (lowest) rate for the region
based on the user's current location for certain target-countries,
such as the u.s.

yes, direct-to-consumer shipping is required.

also, if items cannot be shipped to specific locations within
a target-country, such exclusions must be clearly configured.

also, be certain an accurate and valid shipping_weight is submitted
for each item -- a valid shipping_weight includes a number, space,
and google-supported unit; e.g.
123.45 oz

Thanks for replying
Using (1) I created 3 location groups in my shared library using zip codes. I am lost however on how to create a rules-based shipping-method that subdivides each selection-method with an appropriate shared-library (warehouse). The subdividing options I am viewing in rules based do not offer a shared-library (warehouse). I only see price, wt., state, etc, no warehouse. Let me know if I am doing this incorrect.
Thanks, Jim

first, you're welcome.

the shipment-conditions are subdivided using a selection-method;
then, each selection-method (subdivision) is assigned an appropriate
shared-library-entry (warehouse).

that is, (to recap), the subdivisions can (only) be done
if the warehouse is selected based on the item's price,
shipping_weight, specific (type of) item, or user's location.

for example --

the three shared-library entries are
created for each warehouse with a
delivery-model and name; e.g.
usps, flat-rate, ups;
east-cost-warehouse, mid-west-warehouse, west-coast-warehouse.

then, for example, if the warehouse is selected based on the item's price --
e.g. items < $500 will be shipped from your mid-west-warehouse inventory:
(a) create a shipping-method (e.g. us-inventory-rules);
(b) select the rules, radio-button;
(c) subdivide all-shipments with a condition (rule) of $0.00 to $500.00
(d) assign carrier-calculated (mid-west-warehouse) to the subdivision's rate --
by clicking on excluded, under the shipping-rate column.

then, the mid-west-warehouse (delivery-model) will be
selected if an item has a price between $0 and $500.

all other subdivisions would also be configured
under the us-inventory-rules shipping-method.

of course, knowing how the warehouse is actually selected when
an item is ordered, could make the example a bit more concrete.

I must be doing something wrong as this is not working correctly. One question I have...Is the user's location the buyer location or my warehouse location?
Could you simplify or provide more specific details on how I would set this up based upon this:
Warehouse A, ships from zip 48609, ship rates are tabled depending upon product cost.
Warehouse B, ships from zip 23453, ship rates are free for all products
Warehouse C, ships from zip 19804 & 92663, ship rates are UPS carrier calculated rates.
Your help is sincerely appreciated.

the user's location is either set by the user or
calculated automatically by google -- typically,
this is near where the user is physically located
at the time the ad is displayed -- and assumed
to be the destination.

location within the merchant-center-account would be
either the warehouse's location or user's destination --
depending on the setting.

how exactly is the warehouse selected when an item is purchased?

what role do the warehouses play in calculating final shipping?

is the warehouse automatically selected or selected by the user?

what is the default shipping if the user does not select a shipping method?
are items only allowed to be ordered if a user is in one of the four zip-codes?
are only certain products shipped from a specific warehouse?
what if the destination were kansas -- which warehouse is used and why?

generally, if the exact shipping-rate cannot be configured then,
google requires that the shipping-rate simply be an overestimate
for the majority of users within the target-country.

Hi and thanks for your reply.
Every product has one of the warehouses address associated with it and that information is supplied in the feed according to my web hosting company.

Each warehouse has it's own shipping method like I indicated above...A uses a table; B is free, and C uses UPS carrier. Reason:
Products at A are all small & light (salt & Pepper shakers for 1 example), so small ship charges and handled by my 1st employee USPS.
Products at B are all Huge (Furniture) and handled by my 2nd employee who has a large building. We ship free; that is we do not charge the customer because we can mark up.
Products at C are Dinnerware sets, where we charge UPS rates by my 3rd employee, mainly because of shipping from CA.
So either google will not allow me to configure these, or I do not understand how to. Again, any help is appreciated. Maybe an example would help. I am a simple man, so simple is what I understand.
Thanks, Jim

so, the warehouse is selected based on the weight or type of product?
the customer's physical location is not involved in the decision?

if so, the solution can conceivably be a lot simpler.

" warehouses address associated with it and
that information is supplied in the feed according"

what is the exact information that is being submitted in the feed?
what attribute is being used (for warehouses address) and what

is the exact value currently being submitted?

generally, there is no attribute that has a value
of location information for a warehouse -- so,
what exact attribute and value is submitted?

can an example item from the submitted
data-feed be posted here in the forms?

otherwise, the best likely course would be to contact google directly;
unfortunately, forum members cannot look into feeds or accounts.
