Hey Lisa,

For taxes:

+ Enter your Google Merchant Center account.
+ In the Dashboard area, go to Settings, and then select Tax and Shipping.
+ In Tax settings section and edit your tax settings.
+ Now you need to decide whether to charge tax or charge a flat rax rate.

+ If you select that you are paying taxes, choose dmoestic and choose the area and then select the region.

tax-settings within the merchant-center-account cannot be used to set vat.

tax requirements are based on the target-country rules and policies.

for example, tax may be set in the account only if u.s. is the target-country;
tax-settings within the merchant-center-account cannot be used for any vat.

for most all other countries, save canada, vat must be included in the price;

e.g. a 100.00 eur item with 10% vat must be submitted with a price of 110.00 EUR

generally, the submitted (feed) price must include vat, the display price on the
website must include vat -- and must be the only price or the most dominate

price on the landing-page -- any structured-data on the website must include
vat, and the default add-to-cart price must include vat, and must all match
exactly, at all times.

otherwise, price without vat is a policy violation and grounds
for disapproval or suspension from the program, at any time.

for shipping, shipping is for only the one, single, item, being purchased --
the one, single, physical inventory item, that is being submitted to google.

shipping may be either set in the account or added to submitted data --
any shipping in submitted data overrides all account shipping-settings;
shipping in the account may be set as a price-based table.

otherwise, simply submit shipping for each individual item, by

using a shipping attribute and valid value in the submitted data.

shipping must be either exactly accurate or a reasonable overestimate --
or is otherwise a policy violation and grounds for a disapproval or a
suspension from the program, at any time.
