Searchable and Active products not showing up in Google Shopping

I have uploaded my data feed through the Google Merchant Center.  200 of my products are now active and searchable. However when I do a search on Google Shopping I do not see my products using a product name such as Rooster Frame 15 inches tall Topiary Statue.  I have also tried the  http://google.com/products?authorid=101217258 method. My target country is the U.S, I have turned safe search off, and the site that is associated with the account is claimed and verified. So far none of the suggestions in other discussions have helped. [Edited] I uploaded my items on September 14th, 2014.

(1) google-shopping listings are (product-listing-ads) auction results;
(2) yes, a bid is required -- the submitted feed data is used, not keywords;
(3) no -- google-shopping no longer shows any free results;

google-shopping is now a highly competitive, dynamic, ad auction --
results are based on bids and quality; payment to google is per-click.

the merchant-center (feed) data is sent to a (linked) adwords account --

then, a shopping-campaign is used to assign bids to (groups of) products.

auction results are based on the bid and quality factors --
be certain the data submitted is high quality and there is an
adequate bid and budget to compete and win in the auctions
and the accounts are properly linked.

google may take 24-72 hours or so before items can be seen
within the (linked) adwords-account and assigned a bid.

also, the website, landing-page, images, products, business-model, and supply-chain,
must adhere to google's rules, requirements, specifications, policies, and guidelines --
regardless of any (searchable) item status.

otherwise, google should likely be contacted directly so that
a person can look into the feed, website, and both accounts.

What is the difference between auction results and regular listings on google shopping. Right now I do not have a budget or keywords set for my products. Does this prevent them from showing up? If it does, is there a way to list on Google Shopping without needing an adwords account or paying for it .
