Is there any particular reason that ratings for merchants from Ebay do not appear while ratings for merchants from other sites like Rakuten do appear?

generally, seller-ratings surface based on how the campaign is structured,
how the (marketplace sub-account) data is submitted, the (sub) account's
store name and registered domain, if the ratings data is submitted to or
can be collected automatically by google, the number of reviews, and on
the search-terms used to surface the ad.

in some cases, a marketplace may choose to or cannot structure the campaigns,
submit or configure the sub-account (data), or use the needed ratings data, that

allows the per-seller (sub-account) ratings to be collected, calculated or shown.

in the case of a marketplace, or any third-party involvement, if the ratings
data is not surfacing or not surfacing in the way you wish, the best likely
course would be to contact the third-party (marketplace) support organization
directly so they can work directly with google to resolve any issues.

Hi there Tiny Tim the biggest reason for Ebay not implementing Merchant reviews is because that it is a review on the Merchant and not the product. Ebay has way too many poor reviews to include this rating on ads. Plus the rating would not complement the vast products that they advertize.
As for sites like Rakuten they have protected their online reputation, possibly due to less transactions.

I appreciate the response, but it sounds like you may think Rakuten has a single rating for their entire site appearing on Google. They don't though. Each merchant on Rakuten gets the number of ratings they personally have on the Rakuten site. So each seller on Rakuten gets a different rating on Google. I'm not sure why Ebay doesn't work the exact same way. I'm referring specifically to Google shopping ads (I did neglect to state that in the original post).
