Per Item Flat Shipping Rates

I have a Shopify store where I sell T-shirts, sweatshirts, etc. I charge $4.95 to ship the 1st garment, and $1.95 for each additional garment. I also offer free shipping for all orders over $59.
I've always considered this to be a very simple shipping rate plan. Maybe I'm missing something, but I can't find a way to input this particular shipping rate scheme into the Google Shopping/Merchant Center.
Any help with be greatly appreciated.

a shopping-ad is for one, single, item-offer -- for one, single price,
and one, single shipping-rate value, for the one, single, item-offer
being delivered and shipped to the customer.

currently there is no such concept as selling multiple items as a shopping-ad --

except as a bundle of items, or a multipack of items, sold as one, single offer;
a discounted (shipping) price, on multiple purchased items, cannot be applied
to a shopping-ad.

if there is a discounted free-shipping for all orders over 59.00 USD
then, any one, single, item-offer with a price over 59.00 USD may
be submitted with a shipping-price of 0.00 -- or a corresponding
shipping-table, based on the offer-price for each item-offer, may
be set within the account.

the shipping-cost is for only one, single, item-offer --
the single item-offer seen by users as the shopping-ad.
