that checkout seems to have a cross-border restriction
based on ip-address or other user-identifiable details --
this is generally not allowed.
for example, users may be shopping from inside
one country but shipping to a different country.
generally, the user-experience must be identical
regardless of any user-identifiable information.
also, the add-to-cart price should match
the displayed and submitted price, exactly --
all prices must include vat.
