I have double check and triple checked the account number for adwords that I added to google merchant center is correct.  Still I can not find it on adwords so I can not create a campaign.

after the adwords-account has been linked within the merchant-center,
the merchant-center-account-id (merchant-identifier) should be seen
within adwords during the shopping-campaign's creation -- during the
select-campaign-settings step -- after the campaign is given a name.

after the shopping-campaign has been created, the merchant-identifier
should then be found under the shopping-campain's settings page.

if the merchant-center-account-id does not show immediately after linking --
during shopping-campaign creation or after creating a shopping-campaign --
within the shopping-campaign's settings then:

(a) wait 24 hours or so after linking before creating the shopping-campaign;

also, be certain to use the drop-down select-account menu during creation

of the campaign and the campaign type is a shopping-campaign otherwise,

the merchant-center-account-id will not be seen.

(b) be certain that the linked adwords and  merchant-center accounts
are under the same google-account -- google-login-id (email-address).

(c) be certain that the adwords-account is not a my-client-center-account
and the merchant-center-account is not a multi-client-account -- if either
is so, verify that the proper client, sub-account, or main-account is linked;

(d) be certain you have standard or administrative access within adwords;

(e) be certain that the main google-account is not a google-apps-account;

(f) try signing-out of google altogether and clearing the browser's cache and cookies;

otherwise, the best likely course would be to simply

contact a person on the google-ads-team directly:
