if the item has a valid gtin, assigned by the manufacturer then,
valid gtin and brand must be submitted -- otherwise, the item
cannot be submitted, at all.

valid gtin is typically stamped, on the product, at the factory,
by the manufacturer -- inspect the physical, in stock, item for
valid global-trade-data:
http://www.gs1.org/barcodes/ean-upc

if an item-offer has valid global-trade-data,
remove the item from the submitted data,

until valid gtin and brand can be submitted.

if, and only if, valid global-trade-data,
currently does not exist, at all, may
identifier_exists be submitted as false.

if identifier_exists is properly submitted as false,

then brand, mpn, and gtin, cannot be submitted,

at all, for the item.

brand, mpn, and gtin (all three) cannot be submitted,

at all, if identifier_exists is properly submitted as false,

for an item.

if an item-offer has valid global-trade-data, then identifier_exists
false cannot be submitted -- submitting identifier_exists false, if
valid global-trade-data currently exists, is grounds for disapproval,
or a suspension from the program, at any time.

Deepak,

If a GTIN exists for a product (that Google knows of), it must appear in the feed, or you can't run the product.

Google uses GTINs so it can group same products in the search results. If everyone else is using a GTIN, and their results are grouped, and you aren't, so your product appears on its own - that would give you an unfair advantage.
