Is a shopping cart required for just one product?

I sell just one product and the quantity sold of that product rarely goes above 1 per customer.  I have a PayPal button and have processed several orders over the last 8 months without a problem.

 

I recently tried to expand into Canada and listed the sales and shipping in both USD and CAD on the landing page specified in the data feeds (2 separate ones).  I also setup PayPal for the CAD currency.

 

Both data feeds were rejected and when I spoke to a Google person today he said that a shopping cart is required however, I cannot find this policy anywhere in the merchant policies. The Google technician said that my original listing for just the US should not have been approved without a shopping cart.  This does not sound right.  

 

I need help quickly and would be grateful for any assistance.

a complete, secure, checkout process with a cart is required --
users must be able to successfully add items to the cart and
fully complete a secure checkout process.

a separate landing-page and checkout process that conforms to
the specific requirements of the registered feed's target-county
are also required -- e.g. language, currency, shipping, tax, etc.

google may disapprove or suspend an item
data-feed, website, or account, at any time.

the best likely course would be to contact the e-commerce vendor
support to see if a simple cart can be incorporated on the website --

contact google directly to determine if a reinstatement is possible.

or, possibly consider other adwords ad-formats and campaign-types.

Actually, that is not correct. After speaking with other Google people it was determined that my site was suspended simply because the original reviewer did not take note that my landing page met all the requirements and used PayPal as the secure checkout process.

possibly a specialist inspected the site more carefully a second time

and found that a button on the website added the one exact item for

checkout and fulfilled the minimum requirements.

 

of course, google is the final arbiter of all policies --

and has access to feeds, accounts, and registered

website information.
