How to set max CPC at Ad group level instead of product group level?

Long story short: Can/does the Max CPC for a product group default to it's Ad group "Default Max CPC" in Google Shopping PLAs?  

 

Each one of my AdGroups only has one filtered product group in it so I don't want to have to drill down through all of my filters to change the Max CPC of that product group.

I've excluded all items that I don't want in that Ad Group but I still have the default $.01 Max CPC for each product group.

an ad-group default-bid (change) gets assigned to new low-level product-groups.

to change the default-bid for an existing product-group within an
ad-group, simply select the product-group, edit, and make-changes --
the change will be applied to all groups under the selected group.

yes, the ad-group drill-down is required.

that said, product-groups are designed for product-listing-ads bid strategies;
ad-groups for product-listing-ads are generally for assigning promotional-text
to a subset of products -- rather than bidding strategies.
