generally, auction outcomes are determined by the bid and quality.

first, be certain the variants are submitted per all google's
rules and policies -- for example, variants without proper,
identical, item_group_id or without proper variant attributes
may be assigned low quality or removed from the auctions.

then, be certain the variants have been assigned a bid --
and that the bids are competitive for the type of item.

also, since the bid and quality are with respect to the search-terms and user --
the results can be influenced by the user's behavior; searching for the same.
similar, items over and over again may influence or skew the results and may
not necessarily be what anyone else is seeing.

otherwise, google may experiment with how auction items are displayed --
merchants cannot force items to show, or show in a particular fashion.

otherwise, a shopping-campaign support-specialist may be contacted directly.
