Google Shopping Watermark Infractions - Why is Enforcement so Slow??

I am growing increasingly frustrated with the complete lack of response/action from Google over reported infractions of watermarks on images. Yes, my shop was penalized and I am slowly recovering but there are thousands of my competitor images showing with watermarks in the shopping campaigns. The enforcement seems so random and spotty making it unfair to many sellers. What is the best course of action?

Just be patient. Your reports are received, it just can take some time for them to be acted on. Violations I report in search ads usually takes a minimum of 3 weeks before action is taken.

Three weeks? You are so lucky. I have been reporting one item for 6 months and no change.

when reporting any policy violation, including image violations,
be certain to submit the exact ad-click (aclk) url and a succinct
summary of the violation, in addition to any other evidence.

without a proper ad-click (aclk) the investigation can be
greatly delayed and sometimes no action can be taken.

generally, the more succinct the better.

I believe I have been doing this correctly WRT to the ad-click. When I search Google Shopping and I see the ad, do I need to click through or do I right click on the ad as shown?

(1) no, there is no need to click-through to the site --
the aclk is simply the ad's url provided by google,
that lands on the merchant's link landing-page:
https://support.google.com/merchants/answer/6276171

(2) currently, either of the following forms, or both, may
be used when reporting product-listing-ad violations --
https://support.google.com/merchants/contact/policy
https://support.google.com/adwords/troubleshooter/4578507

as an aside, if the issue is with a marketplace-seller
the investigation and any action typically takes longer --
since multiple indirect parties are usually involved.
