Google Shopping Ads Country Targeting

Can you serve Google Shopping Ads on Google search in countries that are not on this list: https://support.google.com/merchants/answer/160637

 

Reason I ask is because they are served in Colombia, but CO is not on that list.

the short answer is no.

those requests are forwarded to another domain --
typically, the u.s. google (shopping) domain; final
product links are sent to the advertiser's website
who may or many not be located in that country.

that is, product-listing-ads may be submitted for any target-country if
all the (registered feed's) target-country rules and policies can be met --
regardless of where the merchant is physically located or if google
shopping is currently located under that country's top-level domain.
