Google Merchant Center - How to Export Full List of Violations to filter out from Feed

the short answer is no.

currently, violations are typically given as a set of samples or examples --
generally, to help locate a root-cause so that all similar items or similar
data will be either removed or fixed immediately.

not all policy issues are checked each time data is submitted and the website,
images, and landing-page must be crawled before a full inspection against most
policies can be completed -- an item, image, landing-page, product, website,
business, or business-model, may be flagged at any time.

a best-practice is to hand-inspect the data, images, corresponding landing-page,
website, e-commerce checkout-flow, delivery details, supply-chains, the business
and business-model, against all current rules, policies, and recommendations,
before submitting the merchant's product inventory data.

depending on the issues, a more comprehensive list may sometimes be downloaded
under the products-feeds-tab by clicking on the feed-name, or by clicking on a
specific date on the historical-issues-chart under the products-diagnostics-tab,
or by using related api calls and api-diagnostics-details-reports if the data
was submitted using google's content-api.
