Hello.  I'm a bit confused about setting up my google feed.  Do I have to start a paid adsense campaign in order to have my feed submitted?  Is the feed no longer a free service?  Thank you.

the merchant-center is simply used to submit a products feed --
a list of your on-hand, physical, in stock, retail, inventory items --
for use in product-listing-ads.

all advertisements are pay-per-click --
via a paid, auction, ad service; not free.

a shopping-campaign is required to place a bid.

ad results are based on the bid and quality of all (feed) data submitted.

The management of the auction is managed in Google Adwords it works similar to the other parts in Adwords pay per click. As celebird already explained excellently.
