For PLA's how do I modify my keywords so that customers only see products if they search for "neons"

I only want my products visible to customers if they search for the keyword "neons" included in their google search term. For example "Budweiser neons" or "NFL Seahawks neon" and not "Budweiser sign" or NFL Seahawks sign".

First make sure the keyword neon is in the title

 

Second create two PLA campaigns

 

First campaign with priority settings set to high and a negative keyword neons and set the bidding to $0.01

Second campaign with priority settings set to medium

 

Now all keywords related to neons will end up in the second campaign.
