Entered the ISBN-13 for a book, but getting error "Incorrect product identifiers"

I am trying to drive traffic to this page:

http://www.problemio.com/business/business-plan-book.php

Which is the same book as this book:

https://www.amazon.com/Business-plan-template-example-business/dp/1519741782

In the GTIN column of my feed I have this:

978-1-51-974178-3

(I also tried it without the dashes)

When I fetch the feed, it comes back with no errors, but then minutes later when I click "Home" on my Google Merchant Center, I get the error "Incorrect product identifiers"

Any ideas on why that might happen?

Why wouldn't it be allowed to advertise?

I just read through the landing page requirements, and it doesn't seem like I am violating any of them. What specific problems did you find with the landing page?

for shopping-ads, valid global-trade-data (gtin, brand, mpn) are for
manufacturer's data and must be stamped directly on the product,
or packaging, of the item-offer, by the manufacturer or publisher --
self-assigned global-trade-data are not allowed.

also, directing customers to another website, outside of the domain
that was claimed within the merchant-center-account, is not allowed.

also, for shopping-ads, a title, description, product image, exact price
with a google-supported target-country currency, accurate availability
status, reflecting the merchant's on-hand physical inventory for the
item-offer, and a buy-button or similar, to purchase the item-offer
from the merchant, are all required, directly on the landing-page.

also, for shopping-ads, only one, single, exact, item-offer,
per landing-page, that can be purchased, sold, shipped,
and delivered to the customer, is allowed -- the single

item-offer that will be displayed as the shopping-ad.

the single price submitted, the one price displayed on the landing-page,
the single price within any structured-data on the landing-page, the
default add-to-cart price when the add-to-cart button is clicked, the
the price displayed on the merchant's shopping-cart and e-commerce
checkout-flows, and the final price the user actually pays -- minus any
tax or delivery related charges -- must all match exactly, at all times,
for all users, regardless of any user-specific detail, such as location,
browser user-agent, ip-address, device, etc.

also, the claimed website must display the merchant's return-and-refund
policies, or a link to the policies, clearly, on all product landing-pages --
the policies must contain, at least, exact time frames in which returns
will be accepted or refunds sent, specific circumstances refunds are
offered, and exactly what a customer is required to do with respect to
both refunds and returns, of the item-offer, that is being advertised,
sold, and shipped.

google also requires the website to display sufficient and accurate contact
information -- which typically includes the merchant's posted business-hours,
a valid phone-number that rings and will be answered during normal business
hours, a valid business-email, and a valid business-street-address that will
resolve properly on google-maps -- all in plain text, that google can crawl
and verify -- in addition to any contact-us or similar web-form.

shopping-ads are mainly for physical goods, that the merchant has, currently,
in their physical in-stock inventory, that can be sold, shipped, and purchased
securely, using the merchant's website checkout-flows with a shopping-cart,
such that, a customer is able to successfully add items to the shopping-cart,

on the merchant's claimed website, and fully complete the checkout process.

directing customers to another website, outside of the domain
that was claimed within the merchant-center-account, violates
the policies and is grounds for disapproval, or a permanent
suspension from the program, at any time.

the best likely course is to contact the merchant/website-owner that is
actually selling the item-offer (amazon, etc.) and possibly inquire about
potential advertising and marketing options available to sellers/writers.
