I see some listings that has the column titled 'Details' and content is 'Free Shipping, No tax'.

How can we do that?

either set proper shipping and tax within the account
settings or send proper shipping and tax attributes,

per item, within the submitted (feed) data; per-item

shipping or tax overrides account-settings for that item.

shipping and tax are required -- even if the values are zero.

also, be certain to submit accurate and valid global-trade-data --
brand, mpn, gtin -- as assigned by the brand-manufacturer.

also, be certain to not mention any tax or shipping information
anyplace else within the feed -- such as in the description; that
is a policy violation and grounds for the items to be removed or
a disapproval or suspension at any time.

otherwise, currently, google decides all format and display;
displaying shipping or tax information is purely at google's
discretion, based mainly on proper submitted data and the
search-terms and features selected by users.

the formatting and display of submitted information --
such as (free) shipping or (no) tax -- cannot be forced
directly by merchants.
