Beta program for dropshipping?

So I see ebay items (even etsy items) that violate google policies left and right but by the time the listing gets over its sold and gone so google doesn't really have chance to pluck them out. I know lot of ebayers do drop shipping and items are promoted on google and sites that you separately are not. So was referred to some google beta program and wondering how and where do i start (I did get a link but didn't really have much information, is it cause its beta?)  I'm running two shops that are on google now which is not dropshipping but this third one, I will be doing that.

(a) the affiliate-advertising-on-google-shopping-beta program is currently
a closed-program -- if the appropriate form has been submitted, and google
wishes to expand the program with new participates, then a person at google
will contact the affiliate-member and related merchant directly with details
and further instructions.

if the program is ever expanded, then the announcement will typically
be via google's media outlets --  blogs, twitter, facebook, this forum, etc.

(b) for marketplace-sellers potentially violating google's shopping-ad
policies, google may be contacted directly -- depending on the issue,
the marketplace may also be contacted to report the seller.

for marketplaces, the individual sellers are usually the source of the
policy-flag, but the marketplace is responsible for all sellers adhering
to all google's policies, at all times.

serious policy violations flagged by google
can result in a permanent suspension of both
the seller and the entire marketplace.

(c) as an aside, if more than one website is being used to submit physical
inventory, to google, for shopping-ads, be certain that there is no duplicate
or similar physical inventory, there is no duplicate or similar content, and
the websites are not effectively, or essentially, cookie-cutter copies.

multiple websites containing duplicate or similar content, or any
duplicate or similar physical inventory, are generally not allowed,
and are grounds for a disapproval or suspension, at any time.
