Best Way To Set Up This Shipping & Tax Info

 Wondering what the best way would be to setup the following info for a client within Google Merchant

 

Tax
 
- No sales tax except within the state of Texas. Bu they instantly rebate that tax amount back to them on their order. So it's basically tax free for everyone.

- Should we mark "Don't charge taxes in the United States" in google merchant? Or mark 0 for all states except for Texas.

 
Shipping
 
- $500 + = free shipping
- Under 60lbs, under $500 = fedex api
- Over 60lbs, under $500 = 12.5% of price on average.
 
^Is there a way to set this all up?

(1) zero for all states except (texas) --

then, consider adwords promotional-text or signing-up for the

merchant-promotions-program if the rebates are given during

e-commerce checkout and meet all other promotional-text or

promotions-program rules and policies.

(2) submit an exact and proper shipping_weight attribute
and value for all items -- a proper shipping_weight value
includes a number, space, and google-supported unit; e.g.
25.45 lb

shipping for each item must be either (a) exactly correct
or (b) an overestimate for the majority of users within
the registered feed's target-country.

for those items where an exact shipping can be configured,
either set the exact shipping in the feed or use a shipping
setting within the account (e.g. via an exact shipping_label) --
otherwise, an overestimate is required.
