Can I add a new client to my multi client merchant center account? Or do I need Google to initiate that for me?

(1) yes; to create a new client/sub-account in a merchant-center-multi-client
account, simply click on the white-on-blue plus-sign -- floating-action-button,
under the accounts-tab, aside the main aggregator-dashboard:
https://merchants.google.com/mc/aggregatordashboard

(2) no; google only need be involved when creating
the initial multi-client-account -- not sub-accounts.

note that adding access to a client's existing merchant-center-account
does not require creating a sub-account and should not be the action --

for that use-case, simply add the client/user, under the users-tab.
