Account warned for inconsistent shipping cost

"Account warned for violation of feed specification: inaccurate shipping costs (due to inconsistent shipping costs between the feed and the landing page)"

I saw this warning and I'm trying to fix it but it is a little vague; the 'Current Issues > Account' warning says 100% of my items are affected but the 'Current Issues < Items' says only 53 items out of several thousand have incorrect shipping costs.

So my first question is am I just getting an account level warning about those 53 items or is there an issue with every single item in the feed?

Second, when I look at the items affected under 'Current Issues < Items,' I'm noticing Google is just wrong - the shipping costs on some of these items has since been fixed but Google still says the cost is inconsistent. However, some of the items they are talking about were sampled months ago and I have no way to tell Google to re-sample them to prove I have made the fix! There are several items that were sampled back in Oct. 2014 showing incorrect shipping costs but when I fix the shipping cost Google doesn't update anything so how do I resolve this?

generally, most messages are simply examples over time.

a best-practice is to consider the examples in the entire
context of the issue, hand-inspect all data in the feed
and on the website, with the example messages and
relevant policies in mind, to create a permanent fix
so that the issue never reoccurs.

frequent or repeated flagged violations of the policies
over time can also trigger a suspension, at any time.

as to the specific messages, be certain that id values within the feed
never change -- otherwise, google will not be able to properly update
messages within the account, among other side-effects.

for shipping, either the data submitted should match the
landing-page at all times, for all google's crawls; or, shipping
should likely not be displayed directly on the landing-page --
especially if the shipping submitted is an overestimate.

shipping may be either exactly accurate or an overestimate.

if the issue has been fixed, the old messages
will not necessarily be updated -- depending
on the feed details and other factors.

under the diagnostics-tab, if the issue is seen under the items-blue-box,
click the blue-box and click the affected-items-number; then, click the
example that google presents and verify the product and id value; then,
click the feed and verify the flagged feed is the same registered feed
that is currently updating the item -- typically, only one feed should
ever be registered for all updates.

however, forum-members cannot look into feeds or accounts --
more exact information such as the exact data-feed entry,
the exact message, screen-captures, link url to investigate,
etc., are usually required for more exact suggestions.

otherwise, a support-specialist may be contacted directly.

We've only got the one feed. I'll double check the feed and product IDs though.

That's kind of another thing I'm not really getting; the landing page doesn't have any shipping cost on it. The shipping cost doesn't show up until you're in the shopping cart and checking out so I'm not really sure what the Google crawls are scraping for that value or how they get it.

Right now in the feed all our products have an associated shipping cost; should I remove that and just use the rate tables in the Merchant Center instead?

can one of the most recent examples be posted --
with the exact message, link, and data-feed entry.

is the rate-table or submitted shipping more accurate.

any submitted shipping for an item
will override account-level shipping
for that item.

no changes likely should be made until
the root-cause is uncovered -- such as
by contacting a support specialist.

Check your abandoned orders in your cart, you will see where a human working for google has proceeded right thru to checkout and stopped short of paying for the products. A WHOIS lookup of the IP address traces back to google in India.

So they are not just stopping at the landing page.

there are (shipping) rules for the landing-page
and (for the item during) the checkout process;
generally, automated checks of landing-pages
happen during website crawls after re-uploads
while hand-inspection may happen at any time.
