About Shipping Rate in Google Merchant feed for UK

the shipping-rate, for all inventory items submitted,
must be either exactly accurate or an overestimate.
shipping may be either set in the account or overridden by adding a shipping
attribute and value, in the submitted data (feed) -- any shipping submitted,
for an item, will override all account-level shipping-settings, for that item.
always verify shipping details by clicking on an item's title,
under the products-tab, in the merchant-center-account.
if a third-party is handling e-commerce on the website, or the
inventory data submitted to google then, the best likely course
would be to contact that third-party directly for guidance.
otherwise, a merchant-center product-listing-ad
support-specialist at google may be contacted.

If you are using tab delimiter, ie csv file. Than the below heading and value is correct
shipping GB:::3.95 GBP
If you are using XML
<g:shipping> <g:country>GB</g:country> <g:service>Royal Mail</g:service> <g:price>4.12 GBP</g:price> </g:shipping>
You can also set a wide scale shipping rate in Google Merchant under Settings > Shipping
