Referrer based targeting forgets referrer on second page view
I'm using targeting based on referrer in Google Optimize.
On first pageview my experiment activates but on subsequent pageviews the experiment is not active.
I was expecting the experiment to be active for the whole session. I can't think of a use case in which you would only be interested in the first pageview from a source.
Is this a bug, something I'm doing wrong or intended behaviour?
