administrative_area_level_1 & administrative_area_level_2 & locality incorrect for Portugal

administrative_area_level_1 & administrative_area_level_2 & locality incorrect for Portugal which is causing error messages due ingesting wrong information to those fields.

Example:
Santarém (in portugal) = administrative area level one ---> geocode shows 1 approval in brazil
Vila Real = administrative area level 1 ---> geocode approves it as locality
alentejo = administrative area level 1 --> neighbourhood!
ETC.

How can we solve these types of errors?
