What is the accounts.locations.associate endpoint?[ Edited ]

What purpose does the 'accounts.locations.associate' serve? Is it meant to allow a developer to give an additional ID to a location in order for them to retrieve it more easily?
Or is the placeID something else, that is determined by another Google product for example?

The accounts.locations.associate method associates an unverified Google My Business location to a place ID (an existing unclaimed location on Google Maps). Any previous association is overwritten. The association must be valid, that is, it appears in the list of locations.findMatches.
