Are tags needed for pages for exclusion rules

I want to setup an audience for visitors to my Shopify online store, however I do not want to include people who actually purchased. I do not believe I have access to implement the tag on the confirmation page after a customer completes an order. Can I still exclude people who have seen this confirmation page by using "Exclude URL - Contains "Orders" or does that page have to have a tag?

Thank you!

Hi Jon,

For both - Google AdWords remarketing and Google Analytics remarketing - you definitely need a tracking code/tag on your confirmation page to address this audience in any inclusion or exclusion.

If Google Analytics tracking is already implemented on all pages, it should be easier to enable remarketing with Google Analytics [1] than implementing Google AdWords remarketing tags.
