Why the virtual page (vpv) is displayed as the landing on the Goal Flow? How it's happened, if it's not possible? Smiley Frustrated

I have seen this also happening: that the funnel visualization wrongly shows the actual funnel.

Google's reply is in this help article:

>>"the Funnel Visualization report backfills any skipped steps between the step at which the user entered the funnel and the step at which the user exited the funnel.

For example, let's say your funnel is defined as /step1 > /step2 > /step3 > goal, and a user navigates from /step2 to goal, skipping /step1 and /step3. In the Funnel Visualization report, you'd see an entrance to /step 2, a continuation to /step 3, and a continuation to goal.

For real pages it's possible. But for the virtual, it's not clear understandable how the modal window without his individual ("phisicle") address could be the first.
There are my Goal for the Request Demo:

.*vpv\/request-demo.* - it's 1st step for showing any modal screen with the form, it's required. We are sending vpv-event when browser showing modal window.
.*vpv\/request-demo\/thank-you.* - it's success message like the goal. We are sending vpv-event when user sending data by button click.
You can see on the screenshot for the topic there are 17 visitors watched the modal screen and nobody send request, but for longer period it's look like that https://i.gyazo.com/f40028d691867bbb8c207c1b8c35f0e7.png 19 of 206 visitors send request.
I was thinking firstly it was the problem because I used weekly interval and someone came from vpv because it was still opened.
