Using Event Tracking for Google Analytics Goals When URL Doesn't Change

Hi Everyone,

 
I'm trying to set up a few goals for a client's website. They have a few surveys and the URL doesn't change when a user completes the survey.
 
I had the programmer add code to each survey page in order to track conversions. Sample code:
 
<script>ga('send', 'event', [LoyaltyAssessment1-2], [submission], [BestInClass], [%POINT_SCORE%]);</script>

You can see how I set up the goal here: https://screencast.com/t/TrmbY4pNV (I used REGEX for the label...there's three options/possibilities for the label field depending on the results of the survey...so I put a | symbol in between the 1st and 2nd option and the 2nd and 3rd option. You can't see the entire field in the screenshot.
 
My question is...this code is only in the source code when the survey is completed and the (same) URL reloads. Will Google track this goal since it's essentially another page view of the same URL by the same user?

I tested completion of the surveys and check the "Real Time" conversion reports and I'm not seeing anything being tracked. 

 

My IP Address is not blocked. 

 

Any thoughts on how I can get this goal tracking work with our situation?
