Smart goals being reported with different numbers

Hi Everyone,

 

Can you please explain why I see different smart goals in the following two reports?

 

The All Traffic report (second screenshot) shows 1,070 smart goals while there are only 67 smart goals in the Smart Goals report. Shouldn't both reports show the same smart goal number as a user is always either a smart goal converter or a non-converter? The two reports have the same date range and have no segments applied.

Smart Goals are fuzzy at best. Don't try to make sense of them right now :-)
