Set Up Custom Dimensions for meta tags

I am trying to add the following custom dimensions to my Google Analytics....we have placed the term "contests" and "contests-expired" as meta tags in many articles and want to gather more data on the specific articles. Would I simply place this code in the footer of my site to ensure I capture all articles? I'm just lost as to where to place this to begin tracking.

ga('set', 'dimension2', 'contests-expired')

place the code right before ga('send', 'pageview');

You just need to add the values where it makes sense - when the meta tag exist or on certain set of pages.
