Offsite Link Event Not Tracking as a Goal

Thanks in advance for any feedback and guidance!

I just started managing a clients site and set up a GA&Adwords account.  I've created three Events and Goals, the two for form submission are working perfectly.  The third that tracks offsite links and URL is tracking in Events, but not in Goals.  Any advice for setting this up would be greatly appreciated.  Here's the JS I'm using for the Event:

_gaq.push(['_trackEvent','Open Jobs',url]); setTimeout(function(){window.open(url,"_blank");},200);}

 

And here's what I have in Goals...

Glenn,

Your event tracking looks to be dynamically passing the URL and not a string of url.

Just remove the action value in your goal setup and the goal will fire for anything with the category of Open Jobs.
