i have a disturbing issue, on my Analytics account i dont see the + New Goal button.

You don't have enough rights to create a goal.
Please ask a person who gave you GA access to grant edit rights so you can create a goal.

thank you for the fast reply Alexey!
thing is, i have received this analytics account from the company who built my site and sadly the company closed and now i'm picking up the pieces of my site myself so i have to find a way to grand myself the admin permissions.
is there a way to do so?

Rick, if you don't have a lot of usefull data in your Google Analytics I would suggest to create new GA account, and replace old Google Analytics code with new one using Google Tag Manager (GTM). Please check:

If you do have lot's of usefull data in your current google analytics account, cosider this 2 options:
1) find other email adresses which your web development company was able to use while creating new account;
2) if it will not help, reclaim your GA account:
- first of all contact google support https://support.google.com/analytics/?hl=en#topic=3544906&contact=1
They will try to email person who was in charge of your GA and if that person will not answer within specific time frame (usually 7 days) they will send you instructions on how to verify your website ownership.
