Enhanced Ecommerce - checkoutOption and different checkout flow for each user

Wanted to ask whether someone could help with these 2 problems. 
1) We have different steps for each product/user type, for example, User 1 can have 3 steps in checkout, User 2 can have 5 steps in checkout (if he applies for leasing and chooses certain products which require more information)
What would be the best way to track this checkout flow with enhanced Ecommerce?
Should we only push steps that are common to all of the users? Or should we push every step? Even though some users won`t have them?
2) Is it possible to send multiple checkout options in one function?
Enhanced Ecommerce is being implemented with datalayers and GTM.
